According to an INEC source, BVAS was not the invention of one staff member but rather a collective idea and design of the Commission. The source explained that the ICT Department, tasked with implementing the concept, comprised a team of experts who worked hard for several months to bring the idea to fruition.
The source added that BVAS and the INEC Result Viewing Portal (IReV) are two separate entities and that the transfer of the former ICT Director was not a demotion or the cause of the glitches experienced with the IReV.
The source further noted that BVAS performed its duty excellently on election day and had provisions for transmitting the polling unit result in offline mode if there was no network at the polling unit at the time of the activity.
The INEC source refuted the insinuation that the former ICT Director or any other staff member single-handedly designed BVAS. Instead, the Commission conceived the innovation, and the ICT Department notified the Commission after completing the assignment of creating BVAS. The source praised the Commission's Chairman, Prof. Mahmood Yakubu, for the invention.
The source also stated that the position of Administrative Secretary, to which the former ICT Director was transferred, is an elevation rather than a demotion, as it is the most senior staff position in the state office, second only to the Resident Electoral Commissioner.
The Administrative Secretary becomes the Acting REC when the REC is not around, making the position very important.
The source further noted that glitches can occur even if a respected, brilliant employee such as the former ICT Director was still in charge, as evidenced by the recent glitches experienced by Facebook, WhatsApp, and Twitter. The source called for the public to desist from attempts to mislead the public and assured the people of INEC's commitment to ensuring the success of future elections.
